Revenue

  • 72% of General Fund Revenue comes from Income Taxes  
  • Revenue collected from Income Taxes is population driven.  The City of Toledo's population has decreased from 332,943 in 1990 to 313,619 in 2000, and it is still decreasing. 
  • Only 8% of General Fund Revenue comes from Property Taxes.  The City of Toledo receives less than 5% of the Property Tax we pay.  In other words, if your property taxes cost $1,000, the City of Toledo gets $50. 
  • Charges for services, licenses, fines and investments total less than 10% of the General Fund Revenue Budget.

Expenditures

  • Support for safety forces (police and fire salaries and equipment and public safety administration) absorbs over 65% of the General Fund budget. 
  • Approximately 3%, or $12 million of the General Fund Expenditure budget is for Refuse Collection. 
  • Support for public safety and refuse collection cost more than the entire amount of net Income Tax collections. 
  • General government services total approximately 22% of the General Fund Expenditure budget. 
  • Parks and Recreation, the Health Department and Community/Neighborhood initiatives total approximately 12% of General Fund budget expenses.
